NFPA 660: What the New Combustible Dust Standard Means for Your Facility

If you've been following combustible dust regulations, you may have noticed a significant change. As of December 6, 2024, NFPA 660 officially replaced NFPA 652 and five other industry-specific standards, consolidating everything into a single, comprehensive document.

For facilities that handle or generate combustible dust, this consolidation simplifies compliance in some ways, but it also means you need to understand what's changed and what's expected.

What NFPA 660 Replaces

Before NFPA 660, facilities managing combustible dust hazards needed to comply with NFPA 652 (the fundamentals standard) alongside whichever industry-specific standard applied to their operation. That meant navigating multiple documents that sometimes overlapped or contradicted each other.

NFPA 660 consolidates NFPA 652 along with NFPA 61 (Agricultural and Food Processing), NFPA 484 (Combustible Metals), NFPA 654 (General Combustible Particulate Solids), NFPA 655 (Sulfur), and NFPA 664 (Wood Processing) into one standard.

The goal is straightforward: one document, clearer guidance, less room for confusion.

What Stays the Same

The fundamental requirements haven't changed. If your facility was compliant with NFPA 652 and your applicable industry-specific standard, you're likely in good shape. The core obligations remain: conduct a Dust Hazard Analysis (DHA), implement appropriate safeguards, and revalidate your DHA every five years.

The original DHA deadline under NFPA 652 was September 2020. If you completed your analysis then, you're approaching your first five-year revalidation. NFPA 660 maintains that cycle.

What's New in NFPA 660

While the fundamentals remain consistent, NFPA 660 introduces several organizational and practical improvements.

The standard is now structured with universal requirements in the front chapters, followed by industry-specific chapters. This makes it easier to locate both the general guidelines that apply to everyone and the specific requirements for your particular operation, whether you're handling grain, metal powders, wood dust, or general particulate solids.

NFPA 660 also emphasizes interim safeguards. If full compliance cannot be achieved immediately, facilities must implement temporary protective measures while working toward complete compliance. This prevents the tendency to delay safety improvements while waiting for a perfect solution.

Additionally, the new standard provides more centralized guidance on dust testing procedures, including parameters like Kst (dust deflagration index), Pmax (maximum explosion pressure), and minimum ignition energy. Having this information in one place makes it easier to understand what testing your dust requires.

Why This Matters for Dust Collection

Dust collectors are often the first line of defense against combustible dust accumulation. A properly designed system captures dust at the source, preventing it from settling on surfaces where it becomes a deflagration hazard.

But the dust collector itself can also be a point of risk if not properly equipped. NFPA 660 maintains requirements for explosion protection on dust collection equipment handling combustible materials. This typically includes explosion venting (or flameless venting for indoor installations), isolation devices like no-return valves to prevent flame propagation back into the facility, and compliant rotary airlocks at discharge points.

If you're unsure whether your current dust collection system meets these requirements, that's worth investigating, especially if your equipment predates current standards or was specified without combustible dust considerations.

Is Your Dust Combustible?

One of the most common misconceptions is that only obviously flammable materials create combustible dust. In reality, most organic materials and many metals can become explosive when reduced to fine particles and dispersed in air.

Wood, grain, sugar, flour, plastics, pharmaceuticals, aluminum, magnesium, and many other materials routinely handled in industrial facilities can present deflagration hazards. If you haven't had your dust tested, NFPA 660 (like NFPA 652 before it) requires that you determine its combustibility characteristics. OSHA's Combustible Dust National Emphasis Program provides additional guidance on identifying and managing these hazards.

Testing isn't just about compliance. It can actually save you money. If your dust tests as non-combustible, you may not need the full range of explosion protection equipment. If it is combustible, knowing the specific parameters helps ensure you're implementing the right level of protection without over-engineering.

What You Should Do Now

If your facility handles combustible dust, here are the practical steps to take. First, review your existing DHA. If it was completed in 2020 or earlier, you're approaching the five-year revalidation requirement. Second, familiarize yourself with NFPA 660's structure, particularly the chapter that applies to your industry. Third, evaluate your dust collection equipment against current requirements: explosion venting, isolation devices, and compliant discharge mechanisms.
